  • Tom Perkins has more than 20 years of experience as a lawyer in Indiana.

Life before PLG:

  • Tom served as Contracts Counsel at INPRS, the Indiana Public Retirement System, where his duties included negotiating both investment and procurement contracts, drafting and implementing personnel policies, and participating in information security matters.

  • He began his career in private practice, then moved to the Office of the Attorney General and later served as Assistant City Attorney for the city of Carmel, Indiana.

  • He returned to private practice, including two years at Frost Brown Todd LLC, a major Midwestern law firm, where he represented private companies and public entities in litigation and contract negotiation.

  • Tom earned his law degree from Indiana University Law School in Indianapolis (now the Indiana University Robert H. McKinney School of Law) in 1995.

Life beyond PLG:

  • Tom has published articles on new legislation, cyber security, and appellate opinions, and presented at seminars on topics including the death penalty, digital technology integration, municipal contracting, and ethics.

  • He has taught Criminal Law and Procedure to several Marion County Sheriff recruit classes.

  • Tom studied Russian, graduating from Indiana University-Bloomington in 1991 with a double major in Political Science and Slavic Languages.

  • Negotiated and supervised negotiation of investment management agreements involving $75M to $500M of investment across various asset classes.

  • Acted as lead attorney for city council diligence and negotiation of $200M refinancing of municipal debt.

  • Conducted legal oversight, due diligence, and negotiation of pension fund custody and recordkeeping contracts valued at over $10M annually.

  • Negotiated commercial leases for landlords and tenants valued at more than $250k annually per lease.

  • Represented buyers and sellers of entrepreneurial investments, asset purchase agreements, and equity transfers worth $1M - $10M.

  • Drafted and revised license agreements, standard terms and conditions, and privacy statements for SaaS developers with applications deployed to state agencies, enterprise customers, and thousands of end-users.

  • Defended and prosecuted civil claims involving more than $1M in vendor default, equity disputes, and fiduciary breach allegations.

  • Represented franchisees in purchasing and operating more than $1M worth of franchise assets.

  • Assisted cyber-security IT professionals in developing data breach response plan for $30B state pension system with more than 400k members.

  • Represented clients in real estate deals valued at more than $10M.
